JH Engineering, LLC (JHE) is proud to have played a pivotal role in the successful execution of the City of Pflugerville's Central WWTP Phase I Expansion Project, serving as an integral part of the Owner's Representative Team. As a leading provider of Constructability and Commissioning and Startup (C&SU) Design Phase Services, along with Construction Phase Delivery Services, JHE has demonstrated unwavering commitment to delivering exceptional results.

The primary objective of this project was to expand the plant's capacity from 5.3 to 7.25 MGD, as the first phase of a comprehensive program. JHE's scope of responsibilities during design encompassed conducting a 60% Design Review, a 90% Constructability and Operability Review, and a 100% Design Review of the Contract Documents. During the 90% review alone, JHE's expertise shone through as we generated over 250 comments. Our dedication to thorough analysis prompted a Process Workshop, where we collaborated with key stakeholders to discuss and implement enhancements. 

As an indispensable member of the Construction Management Team, JHE assumed the role of Resident Project Representative (RPR). Our comprehensive suite of RPR Services included conducting construction and electrical inspections, overseeing construction and electrical work activities, and assisting in the development and implementation of Functional and Performance Test Packages (FAPTPs). Acting as a single point of contact for the Contractor, we maintained effective communication channels, fostering collaboration and streamlining project progress. Additionally, we served as a liaison for the City, representing their interests and addressing any concerns that arose throughout the project's lifecycle. JHE also played a pivotal role in coordinating third-party quality assurance (QA) inspections and testing, ensuring the highest standards of excellence were upheld.

In addition to our Construction Management expertise, JHE provided comprehensive C&SU Coordination Services. Leveraging our vast experience, we developed an intensive C&SU Plan and Training Schedule tailored to the unique needs of the project. JHE spearheaded the development of 25 FAPTPs and facilitated their seamless implementation in the field. We took great care in overseeing the execution of the FAPTPs, leaving no stone unturned to guarantee flawless operation and performance. Moreover, we established and maintained a Field Action Items Log, meticulously tracking the status of issues noted during testing or after startup of specific process areas. Through our rigorous efforts, we uncovered numerous oversights during field testing that would have otherwise gone unnoticed on a project without our commissioning and start up support.
